Industry-Wide Commitment to Professionalise the Malaysian Banking Industry through Chartered Banker programme


In November 2016, the Member Banks of the Association of Banks in Malaysia signed an industry commitment with the Asian Institute of Chartered Bankers (AICB) to create a workforce, characterised by high standards of professional conduct, knowledge and competence through the Chartered Banker programme. At that platform, it was also announced that effective January 2017, all new graduates hired by the banking industry are to complete a programme on professional ethics developed and conducted by ABS, and become members of AICB.

The Implementation Framework of the industry commitment is as follows:

Category Implementation
All Board of Directors
  • All new Board of Directors to complete the mandated Financial Institutions Directors’ Education Programme (FIDE) organised by ICLIF within 12 months of joining the Board of Directors.
  • FIDE programme has coverage on ethics whereby a day out of the total 7 days programme is allocated on Ethics. Therefore it’s deemed sufficient for newly joined directors to attend the FIDE programme.
  • For existing board members, they have an option to attend an Ethics programme for Directors on an annual basis.
One Board of Director / Key Senior Management
  • Banks to identify at least one Board of Director and key senior management (CEO and their direct reports in core banking areas) to complete the Chartered Banker programme and become a Chartered Banker.
    • Accelerated Routes are available for experienced senior bankers (as per the enclosed Chartered Banker’s Pathway diagram).
  • To complete within 5 years from effective date of:
    • 1st  January 2017; or
    • date of appointment (new joiners) whichever applicable.
  • To maintain Chartered Banker membership annually; and
  • To comply with the annual CPD requirement of 35 hours, of which 5 hours on Professionalism and Ethics.
All New Graduates
  • Effective 1 January 2017, all new graduates hired by the banking industry are to complete a one day programme on “An Introduction to Ethics in Banking” within 3 months of appointment and join as “Affiliate” member of AICB immediately upon completion of the programme.
  • A new graduate is classified as a graduate who has less than two (2) years of work experience in any industry.
  • This requirement is applicable to new graduates hired for permanent as well as fixed contract positions (minimum of one year contract).
  • The “Introduction to Ethics in Banking” programme is a face-to-face programme conducted by the Asian Banking School and is available for enrolments via www.asianbankingschool.com Members are to maintain annual membership with AICB and to comply with the bi-ennial CPD requirement of 5 hours on Professionalism and Ethics.

High Potential Employees: Graduates
  • Banks are to encourage and sponsor high potential employees within core banking areas to complete the Chartered Banker programme (Level 2 and Level 3) and become a Chartered Banker
  • To complete within 3 years for Level 2, and 5 years for Level 3 from effective date of:
    • 1st  January 2017;  or
    • date of appointment (new joiners) whichever applicable.
  • To be admitted as an Associate Member (upon completion of Level 2 of the Chartered Banker programme) and as a Chartered Banker (upon completion of Level 3 of the Chartered Banker programme) upon satisfying the membership requirements.
  • To maintain annual membership with AICB and to comply with the annual CPD requirement of 35 hours, of which 5 hours on on Professionalism and Ethics.
High Potential Employees: Non-Graduates
  • Banks are to encourage and sponsor non-graduate employees in core banking areas to complete the Chartered Banker Programme (Level 1)
  • To complete within 3 years from effective date of:
    • 1st  January 2017;  or
    • date of appointment (new joiners) whichever applicable.
  • To be admitted as an Affiliate Member and to maintain annual membership with AICB.
  • To comply with the bi-ennial CPD requirement of 5 hours on Professionalism and Ethics.
