DIRECT ENTRY FOR PROFESSIONAL BANKER (PB) VIA WORK EXPERIENCE ROUTE

With effect from 1 May 2017, experienced banking practitioners who do not have a degree qualification but who meet the criteria in the table below can be considered for direct entry to the Professional Banker level.

Membership Requirement – Candidates are required to be Individual Members of AICB

Professional Banker
  • At least 15 years in core banking areas (NOT in support or corporate functions) (info is available in AICB website). The review of experience will take into account the breadth and depth of experience; AND
  • In a managerial position/role in the recent 5 years.

A letter of support/recommendation from the employer, signed off by senior management, is required that confirms the above. (sample attached)

Complete 3 PB modules of which Business Lending module or Retail Lending module is compulsory (Complete 1 Compulsory + 2 Electives or 2 Compulsory + 1 Elective).

BANK RISK MANAGEMENT (BRM) MODULE EXEMPTION

With effect from 1 May 2017, holders of any of the following professional risk designations are exempted from Module 1 of the Bank Risk Management (BRM) qualification and will only be required to complete Module 2.

1. Certified Financial Risk Manager (Certified FRM) from the Global Association of Risk Professionals (GARP)
2. Certified Professional Risk Manager (Certified PRM) from the Professional Risk Managers’International Association (PRMIA)

Please note that FRM/PRM holders must be current members in good standing with the respective certification bodies for the exemptions to apply.

The BRM qualification is a two-module qualification that provides a qualitative introduction to bank risk and bank risk management.

Module 2: Risk Management in Banking: Risk Models, Capital and Asset Liability Management

EXAMINATION REMINDER: CONVERSION OF CCP TO CCE

The Asian Institute of Chartered Bankers (AICB) would like to remind all eligible Certified Credit Professional (CCP) candidates that they have the opportunity to convert their CCP certification to the Certified Credit Executive (CCE) qualification by sitting for either the CCE examinations on 1 April 2017 or 5 August 2017.

Please note that the last exam sitting available for conversion is on 5 August 2017. Exam sittings beyond 5 August 2017 will not be valid for conversion.

The registration and exam dates are as follows:

To be eligible for this conversion, candidates must have a valid membership with AICB when registering for the examination and must have previously attempted (registered and attended the examination) either Module 3 (CCE3) or Module 4 (CCE4) or both modules of the CCE qualification.

INVESTOR PROTECTION PROFESSIONAL CERTIFICATION (IPPC) REVISED EXAM ACTIVITY SCHEDULE 2017

The Asian Institute of Chartered Bankers (AICB) has revised the exam schedule for the Investor Protection Professional Certification (IPPC) in order to accommodate requests from financial institutions. The exam will be held every quarter this year (i.e. 18 March, 4 June, 9 September and 9 December) instead of three times per year.

As a result, we have introduced an additional IPPC examination sitting on 18 March 2017, which will replace the 15 April 2017 examination. Please note that following this revision, your exam date will be automatically changed from April to March in our system. We would also like to inform you that this exam will be held at the Kuala Lumpur exam centre only.

THE CERTIFICATE IN INTERNAL AUDITING FOR FINANCIAL INSTITUTIONS (CIAFIN) EXAMINATION

CIAFIN examination on 19th August, 2017 will be the LAST examination based on the current syllabus.  Examinations conducted in 2018 and subsequent to that will be based on the new CIAFIN syllabus.  The new CIAFIN syllabus is expected to be launched in November 2017 and hence, will take effect from that point onward.

Important Chartered Banker Changes

The Institute has made some changes in the entry requirements for the Chartered Banker qualifications and below is a summary of the changes:

  1. Changes are effective from 10 June 2016.
  2. Changes are on the accelerated route entry requirements.
  3. Application for the accelerated route is no longer an exemption application but a direct entry application to the respective qualification. Hence, exemption fee is no longer applicable.
  4. Current candidates who meet the direct entry requirements will be upgraded to the Professional Banker (PB) level or Chartered Banker (CB) level where appropriate.
  5. Any prepaid Executive Banker (EB)/PB module/exam registration fee for future exam(s) in August & November 2016 will be transferred to PB/CB module(s) and no top-up of fee will be required.
  6. The transitional arrangements in (iv) & (v) above will be available up to 31 December 2016.

Senior Banker Pathway

(A) Business Division Head (C-1 level) with at least 5 years in this position; AND

  • 15 years in core banking areas (NOT in support or corporate functions) – the review will take into account the breadth and depth of experience; AND
  • Recognised degree OR professional qualification

 

 

 

(B) Business Division Head (C-2 level) with at least 3 1years in this position; AND

  • 15 years in core banking areas (NOT in support or corporate functions) – the review will take into account the breadth and depth of experience; AND
  • IBBM Diploma qualification; OR IBBM CCP; OR recognized degree; OR professional qualification
 

Complete 2 CB modules

Compulsory

  • Professionalism, Ethics & Regulation; AND

Electives (one of the following)

  • Credit and Lending; OR
  • Risk Management in Banking

Note: Applicants who do not have a credit qualification or relevant credit experience MUST complete the Credit and Lending module

TRANSITIONAL ARRANGEMENT AND TIMEFRAME


If you meet the direct entry requirements above, you can apply for an upgrade from your current enrolment in Executive Banker (EB) or Professional Banker (PB) to the Professional Banker (PB) level or Chartered Banker (CB) level where appropriate.  Together with the new enrolment, any prepaid module(s)/exam(s) registration fee for the future exam sittings (ie. in August & November 2016) in the current enrolment will be transferred to the PB or CB module(s) in the November 2016 or relevant 2017 exam sittings.  No top-up of fee will be required.  Alternatively, you can choose to continue with your current enrolment.

Example 1:

You are currently an EB candidate with the status below:

  • EB Module 1 – Passed
  • EB Module 2 – Registered for August 2016 exam
  • EB Module 3 – Registered for module only without exam

You also have a degree which allows you to apply for an upgrade from EB to PB.   The EB2 module & exam registration fee will be transferred to one of the PB modules of your choice without any additional fee.  As for the EB3 module, only the module registration fee will be transferred to another PB module of your choice and you are required to register and pay for the full exam fees.  Please note this fee transfer is only valid for the November 2016 or relevant 2017 exam sittings.

What should you do?

  1. Complete the Upgrade Application Form (Appendix 3) and indicate which PB modules and exam sittings that you would like to transfer the EB modules & exam registration to.
  2. Submit an online application for Professional Banker together with the required document via AICB Website. Refer to Student Step-by-Step Application Guide (Appendix 2) for guidance.

Example 2:

You are currently a PB candidate with the status below:

  • PB Module 1 – Passed
  • PB Module 2 – Registered for November 2016 exam
  • PB Module 3 – Registered for module only without exam

You are a qualified ACCA member and have 5 years of working experience in financial services institutions.  This allows you to apply for an upgrade from PB to CB and transfer the PB2 module & exam registration to one of the CB modules without any additional fee.  As for the PB3 module, only the module registration fee will be transferred to another CB module of your choice and you are required to register and pay for the full exam fees.  Please note this fee transfer is only valid for the November 2016 or relevant 2017 exam sittings.

What should you do?

  1. Complete the Upgrade Application Form (Appendix 3) and indicate which CB modules and exam sittings that you would like to transfer the PB modules & exams registration to.
  2. Submit an online application for Chartered Banker together with the required documents via AICB Website. Refer to Student Step-by-Step Application Guide (Appendix 2) for guidance.

TIMELINES


This is a one-off upgrade exercise and the transition arrangement is available until 31 December 2016.  However, please submit the upgrade application according to the following deadlines for the exam sitting that you have selected.  Any application after 31 Dec 2016 will not be entertained/processed.

IMPORTANT: AUGUST 2016 EXAM

If you are transferring the exam registration fee from the August 2016 exam sitting to PB/CB module/exam, please submit the PB/CB online application with the upgrade form by 22 July 2016, failing which the fees will no longer be transferable.

Important Updates


1. Bank Risk Management (BRM)

ABS is offering a one-day optional revision class for BRM Module 1, in addition to the Intensive Preparatory Class. Moreover the Intensive Preparatory Class will run on extended hours (9 am – 6 pm).

These arrangements are being made with the aim of providing as much learning support as possible to help candidates with their exam preparation. Please see below for more information.

Study Plan


We have made the following amendments to the Study Plans:

  • Chartered Banker – Exemption closing date has been extended to 31 March 2016 for January intake.
  • Bank Risk Management (BRM) – Enrolment closing date has been amended to 6 May 2016 for May intake and 16 Sept 2016 for September 2016 intake.
  • Certification & Advanced Certification in AML/CFT and Regulatory Compliance – Previously, there was only one date for enrolment, registration of workshop/exam which is on 1 July 2016. We have separated the enrolment closing date and exam/workshop registration closing date to 3 June 2016 and 1 July 2016 respectively.

Please be informed that effective 31 January 2017 the Companies Act 1965 has been repealed and replaced by Companies Act 2016. Furthermore, a supplementary notice to the current FEA Rules has also been issued by Bank Negara Malaysia.

AICB will update the relevant study materials that are affected by these amendments in due course. Candidates are advised to keep abreast with the recent developments.
